OFFICE OF THE PRESIDENT:

Ambassador Dauda Kamara – Special Adviser
Dr. Sylvia Blyden – Special Executive Assistant to the President

SOME BACKGROUND ON THE NEW APPOINTMENTS provided by Dr Sylvia Blyden  in her posting in the Sierr Leone Issues Forum: read on:-

"Most of the names like Alhaji Kemoh Sesay (former Transport Minister) are well-known and need little introduction but let me espouse on a few of the others.
Hon. Matthew Teambo & Hon. Alimamy Kamara are currently sitting as Parliamentarians representing Constituency 62 (Tonkolili) and Constituency 29 (Bombali) respectively. There will have to be conducted two Bye-Elections for their seats.
Peter Bayuku Konteh (aka Agbangba Jazz) was the erstwhile District Council Chairman for Koinadugu Local Council. He narrowly lost the APC symbol to the current winner.
Augustine Nyuma Kortu was the former Kailahun District Council Chairman. He hails from Kissi Kama Chiefdom. He had taken over the position when John Benjamin (erstwhile Kailahun Chairman) was made Finance Minister in 2005 but SLPP rejected to give him the symbol in 2008 and instead gave it to Tom Nyuma. He later defected to APC and contested for the same position in last General Elections which he lost. He is a trained Accountant by profession and has years of administrative experience.
Ishmail Al-Sankoh Conteh is easily one of the most recognisable names in youth activities in Sierra Leone. His name is synonymous with youth activism.
Miss Kadi Sesay is an APC Women’s Wing activist from the Northern Province (Tonkolili district). Feremusu Konte was the former Deputy Minister of Fisheries. She hails from Koinadugu.
Karamoh Kabba, a Kono indigene, returned from the Diaspora (America) to join the PMDC and later, he was appointed as Head of the Open Government Initiative at State House. On the way to Kono one time, his vehicle suffered a horrible accident and somersaulted. He lost all his personal belongings plus millions of leones inside the vehicle; money which had been meant for an OGI programme in Kono. He was vilified mercilessly by the opposition press who falsely accused him of stealing the money from the vehicle. Unfortunately, his OGI contract was then not renewed. On his total exoneration after an independent investigation, he was later appointed as Director of Political Affairs. He is more than well suited for the new job.
Alhaji Ibrahim Ben Kargbo and Ambassador Dauda Kamara are expected to bring their years of vast experience to bear on activities of the President at State House. They both enjoy the full confidence of the Head of State.
Mrs. Harriet Turay is a respected gender & civil society activist and is also a past president of the 50-50 group of Sierra Leone. She hails from Kono district.
And last but not least is PROFESSOR MONTY JONES who is easily one of the most influential Sierra Leoneans on the global stage. In 2007, he was named as TIME MAGAZINE’s 76th Most Influential Person in the world. His appointment as a Presidential Adviser with extraordinary and plenipotentiary powers to represent the President of Sierra Leone is expected to yield positive dividend for our country. Read the link below for more on him. God bless us all. God bless Sierra Leone."

LEAVE ANNIE WALSH SCHOOL ALONE .COM

Folks , this is the report of the news published in AWOKO Newspaper- Some kind friend e-mailed it to me yesterday. (SEE AT THE END OF MY  COMMENTS)  C                                                                                                                                                                                                      Sometimes Governments tend  to attempt some woeful policies which eventually hurt them in the end. We've just seen the embarassing backing down by the British Government  on Education Policy - viz- to scarp the GCSE. The Secretary of State , Michael Gove curt a 'humiliating U-turn' admitting the policy reforms were "a bridge too far".                                                                                                Whosoever advised our beloved President to embark on this road to MOVE The Annie Walsh School from their location of nearly 200 years does not apppear to love the President because that person or persons must realise the trouble this announcement will cause.   There are better options in the lacation of a Market in the Center of Freetown. Do we want to turn that area of Freetown into one gaigantic Market crowded village - once that Market is built, within a short time we surely will be bosting of one great Shanty sub-town and the whole of Kissy Road, Mountain Cut, Magazine Cut. Fireburn  will merge with Upper and Lower Bombay Streets to make one sub-district of a Shanty town. If Annie Walsh School is moved , will the Gibralter Church be moved too? If the Annnie Walsh School is moved, will The Holy Trinity Church with its Primary School be moved too? Will the policy spread to the Cathedral School and the St Marys School? Where will this policy end? Yes there is great need for de-congestion but wiser policy action is needed not this frivolous and disturbing approach. Government  and the City Council must now come up with policy action plan to move the illegal traders from the vicinity of The Annie Walsh- that is the focus that must be embraced now. It is clear that some action be taken , but not the one revealed by this news. I dare say I am not impressed by Mr Osho-Coker's letter. It evokes PROVOCATION- and I do not like it. I am seeing this separately from my personal point of view - yes as an APC dedicated member and I serve the Party  for very long but I separate this issue totally from the Party and the Government. THIS to me is not an APC policy but a government policy which I dislike totally. The Annie Walsh is my mother's school. It is the school my mother's Grand Aunty, Miss CLARA BELFORD, (that is the sister of my maternal Grandmother from Benguima) taught  for decades: many of my relatives and friends including Mrs Elizabeth Lavally-the former Deputy Speaker of Parliament, went to that school even the President's wife - The First Lady, and the wife of the Former High Commissioner of Sierra Leone to the UK Mrs Challobar and many other prominent women.  THE HERITAGE MUST BE PRESERVED. Kissy Street Market and the area surrounding it can be buldozed and clear to build a SUPPER MARKET: or a Shopping Centre- this can go all the way down to 'BIG WARF'; Or Cow Yard and its visinty can be used to build this market for the Market woman dem. or Maket man dem. BUT LEAVE ANNINWALSH ALONE .COM -                                                                                                                                                                                                                     PLEASE READ THE AWOKO REPORT BELOW. For the construction of a Modern Market Annie Walsh School to relocate.
 Sat February 9, 2013 01:01PM

Bishop Julius O.P Lynch, proprietor of the Annie Walsh Memorial School has received a letter from the Secretary to the President, proposing the relocation of the school from its present location at Kissy Road for the construction of a modern market.
The letter written by E.B. Osho-Coker, to the Lord Bishop of Freetown and the North states, “as you are no doubt aware, when the Annie Walsh Memorial School (AWMS) moved to its present location on Kissy Road, Freetown in 1865, the environment was ideally suitable for a school that pursued excellence in all areas including high academic performance, sound discipline and a solid Christian foundation.
However, the passage of time, has witnessed a massive growth in the city’s population and
concomitant expansion of trading activities eastwards, the area occupied by the school has become an unsuitable environment for the pursuit of academic excellence.
As Government intensifies its efforts at waste management, improvement of road safety and decongestion through “Operation WID” the compelling need for relocation of the AWMS to a more ideal site has been identified.
The selection of the site will be at the behest of the proprietors of the AWMS and arrangements will be concluded with Government for acquisition of the land and construction of the new school. The land vacated at Kissy Road will then be utilized for the construction of a modern market to be occupied by traders that are being removed from the streets of Freetown.
His Excellency the President, has instructed me to bring this proposal to your attention, so that it can be initially considered by the Church and School authorities.
Please be informed that His Excellency looks forward to a favourable consideration of the proposal contained herein,” the letter concluded.
Bishop Lynch’s first reaction to the letter dated 29th January 2013, was to write the Secretary of the Improvement Relocation Committee of the Annie Walsh Memorial Old Girls Association (AWOGA).
In his letter, he stated, “I hasten to bring this letter received on 30th January 2013 from the Secretary to the President to your notice, for a speedy consideration of the proposal contained in the document. Kindly advise me, so that I can respond appropriately alongside our proposal for privatization.
He ended his letter on this note, “This matter cries haste and must be treated as such.”
However, most Old Girls are of the opinion that there is a need to maintain the present location.
Another school of thought lamented that “but it seems we don’t know what to do with our monuments, relics and historic sites.”
The lady further affirmed “Look at the old FBC building at Cline Town. So far, no effort has been made to preserve it, stressing on “it is our history..our story we need to preserve it. What do we show our kids tomorrow?
Tourists, visitors and Sierra Leoneans need to be able to go on tour to the old FBC building at Cline Town and even the AWMS on Kissy Road. That site needs to be preserved, not destroyed. Do we know what we want to do willingly? Look at what the Islamists are doing in Mali and the attention it got from the international community. Then to think, we want to willingly destroy our heritage”, she lamented.

ELECTION 2012 PARLIAMENTARY RESULTS

FULL PARLIAMENTARY   (17 NOVEMBER 2012 ELECTION) RESULTS.
(CLICK THIS ELECTORIAL COMMISSION LINK- below)
I can now relax from Election Watch and go back on to my daily routine. Whether Maada Bio accepts the RESULTS or not is immaterial. The people of Sierra Leone have spoken and according to the law and our First Past The Post  Process, Ernest Koroma and the APC  have won the Elections with 58.7%( and Maada Bio is a disgruntled and BAD loser. This has been sanctioned by the Electoral within the prescribed time frame and the whole world has recognised the process as "FREE and FAIR"   and that's all that matters now. To hear and read the comments of both National and International Observers expressing their satisfaction is very heartening. On the contrary, to witness the disgraceful ungentlemanly conduct of a very well beaten loser is extremely painful. Maada Bio should have shown a bit more MATURITY, accept the result as it stands then take his chance (??) at the next contest. By his action now, he has completely demonstrated that he is not fit to rule Sierra Leone (albeit- Legitimately- and beyond few days). Maada should nw "Leave the Gun, Take the Olive Branch" and recognise the fact that he has been badly beaten.
For the first time (after a very long gap) I feel very proud to be  Sierra Leonean. This election has shown us Sierra Leonenians - especially those living outside the country, that indeed PROGRESS HAS COME TO SIERRA LEONE. For the first tie, we do not have to wait until a few days before we can have some information about results. We, outside Sierra Leone had the opportunity of hearing the results being announced in Real Time. just as people in Sierra Leone were haring them being announced -the effect of 'Freedom' of Information at play. Thanks to all those Media personalities, both audio and TV at SLBC, STAR Radio, Talking Point , VoiceKast - all those who  made the process 'real' in our hearts. That is why I am a bid disappointed, when Maada Bio and his henchmen cannot "see the woods, for the trees" - IT IS OVER - GIVE UP' BAD LOSER!! [Cotinued below]]

Bio's sulking behaviour is but really not too surprising. This man wants power very badly and to lose in this way does not meet with his philosophy.  Just a few days after the elections, as I await the results, I watched a You Tube video - one of the few interviews he scooped on his brief visit to London. This man was openly boasting and confessing to his crime of TREASON committed in 1992. (First of all, he demonstrated his usual LYING traits by not correcting the interviewer saying that he (Bio) was in England on the invitation of the Prime Minister, Mr  David Cameron! His demeanour was laced with a silence in deception - giving a false pretence of importance: 'on the invitation of Mr. Cameron indeed!' That said, the part of the video that puzzled me  and I give you his own words verbatim ...

"When I entered the Military, it was my intention to serve

Maada Bio- You Tube Interview Click Link

my country; but, of course as Officers or as members of the Armed Forces of Sierra Leone, we swear that we will serve and defend our Nation and sometimes, you defend your nation, not just against outside forces but from within the country itself. So we decided that it was necessary

TO GET RID OF THIS GOVERNMENT". [i.e. PRESIDENT JOSEPH SAIDU MOMOH'S GOVERNMENT] "We decided to adopt or use the military method because all other democratic means to change a government has failed for over 20 years and if democratic means could not, and nobody is coming to our aid,  WE WILL TAKE THE LAWS INTO OUR OWN HANDS  and free the people of that country" ...

Bio then tried childishly to put some blame on the civilians, rather than upholding the responsibility for staging the coup deliberately ignoring the fact that to a very great extent he was one of the INITIAL plotters who contemplated a plan to stage the coup a few days before the 1992 Eid-Ul-Fitri Day (i.e. APRIL 4, 1992  -"PAY DAY" - [Perhaps Idrissa Kamara -then Second Lieutenant - can assist with this narrative, . From information available, Idrissa Kamara together with then Second Lieutenant MONDEH together left their location for the barracks to collect their "logistics at Segbwema"... This was where they met Captain Strasser and then Lieutenant JULIUS MAADA BIO at Segwema at a place they called "UNDER CELLAR" Idrissa offered drinks to the Officers).
They discussed the possibility of overthrowing the Government at some length with BIO, Strasser, Mondeh. Accordingly, the Plan laid dormant for a few days until about 16th April. Apparently, Idrissa Kamara got a message that then Lieutenant Kambo wanted to see him urgently.  For some unknown reason Idrissa did not meet Kambo, but met with Maada BIO. According to information disclosed by Idrissa Kamara, BIO was the one who told Idrissa Kamara about the planned coup and also gave him the names of the Officers involved at the initial stage...
The names included:

CAPTAIN VALENTINE STRASSER, LIEUTENANT SAJ MUSALIEUTENANT JULIUS MAADA BIO, LIEUTENANT MBAYO, LIEUTENANT KOMBA KAMBO, SECOND LIEUTENANT  TOM NYUMA, AND SECOND LIEUTENANT (LATE) SAHR SAMUEL SANDI.

Idrassa Kamara- Coup Plotter-NPRC
Apparently, it was Maada Bio who told Idrissa Kamara about the various TASKS that would be assigned to the various Officers; and that his (BIO) men were ready and requested Idressa to get his men ready.                                                          BIO cautioned  Idrissa to CHECK BACK GROUNDS of his (Idrissa's) men carefully before informing them[about the plan].

Apparently, Iddrissa proceeded to inform TEN (10) of his STRONG MEN. But Idrissa Kamara had to undergo a minor operation for appendicitis a few days before the coup. Although he was still unwell, he proceeded to Freetown with his men together with Lieutenant Kambo with bombs and arms in a civilian vehicle. They then went first to Kenema to appraise officers including the Late Second Lieutenant  Sahr Samuel Sandi about the correct time for the operation and waited for SAJ Musa and his men. Lieutenent SAJ MUSA arrived and advised Idrissa Kamara and the others to secure a better vehicle and to travel to Freetown and inform the other colleagues in Freetown that he (SAJ MUSA)  was coming down to Freetown with a 14.5mm ANTI-AIRCRAFT GUN. As it were, shooting started in Freetown at about 7am on WEDNESDAY 29 APRIL 1992.

What Julius Maada Bio said in that You Tube interview somewhat corroborates the what the real plan was. The initial explanation that the soldiers moved to Freetown to complain or mutiny about their "LOGISTICS" was at bets, a complete smoke screen and at worse a blatant lie!

Apparently, LIEUTENENT COLONEL JAMES YAYAH KANU appears to have believed this 'complain of rations/logistics' version, hence his effort to go to President Momoh to negotiate after which, he was arrested by the others (after having given a phone interview to the BBC Robin White), and subsequently murdered  together with 28 others - slaughtered on 29th December 1992. Lieutenant Julius Maada BIO was present and knew all about it.

I also note that Yayah Kanu was the was the Commander of the COBRA BATTALION and Sahr Sandi and Tom Nyuma were members of that Battalion. All the other planners/plotters, were under the command of Lieutenant Colonel JOY TURAY  (who had replaced Lieutenant Lansana Turay after an earlier encounter with the rebels) of the TIGER  BATTALION. The List of the First JUNTA Cabinet reflects the closeness of these men in the Tiger Battlion as opposed to the Cobra Battlion.

Yayah Kanu gave an Interview to to BBC the next day (after Strasser's first breathless speech.  He was interviewed by Robin White on the Focus -on- Africa programme.  Asked by Robin: "Are you the leader of the coup?" Kanu replied: "I am not and I cannot tell. A leader has not yet been appointed". Robin-  another question:- "When will that happen?"  (i.e. appoint a leader)  Answer by Yayah Kanu: Mr Robin White, I want to tell you this: I am not a party to the coup. I cannot tell you my motive". Question by Robin: "But you are involve with it , I think?" Answer Yayah Kanu: "My involvement was to negotiate with the coup makers who held State House yesterday. And later, I was also arrested and they almost had me executed.. . Later, they changed their mind, that they should have me going on because they need me". Question by Robin? "Who nearly execute you?" Answer by Yayah Kanu "The members of the coup". Question by Robin: "But have they now asked you to help them?"  Answer by Yayah kanu: "I have not actually been asked to help them, but I understand I am a member of the council....."
This shows how much  knowledge Yayah Kanu had or knew of the planned coup plots by Maada BIO and his gang.

[Initially, on 30th April 1992, fifty three (53) persons - mostly Army Officers and Police Officers, including Lieutenant Colonels Yayah Kanu and J O Y Turay were arrested and detained at Pademba Road Prison. A Public Notice no 21 dated 13th May 1992, listed the names of these first set of detainees whose arrests and detention the notice stated was "in the interest of public order". This notice came into operation on 30th April,1992 and the persons listed shall be detained in the Central Prion for such period as the NPRC may determine". A few days later ONE officer listed in that Public notice, Lieutenant Colonel J O Y Turay was released. Lieutenant Colonel James Yayah Kanu was subsequently murdered on 29 December 1992 among the group of 29 innocent others including Mr Salami Coker and Inspector General of Police James Bambay Kamara.

Bio knew and has now told the world that the overthrow of the legitimate Government of President Momoh was not a spontaneous affair as many people thought at first and continue to argue and believe. Preparation had begun several weeks before that 29 th April 1992 by a handful of people greedy for power. Yet once again he tried to put some blame on the civilians saying:
"So, in fact it was not a complete coup that we executed completely; we only started it and it was actually the civilians that er !-completed it: they came out and they were running after ministers and that was the end of that government..."
This is nothing but a bear face open and deliberate confession of TREASON  being boasted to the whole wide world. But I want to remind Julius Maada Bio, that notwithstanding the breach of the OATHS he took when he joined the Army, to openly boast of  serious criminal offences does not make him appear any wiser. Perhaps that was one reason for him to challenge for the Presidency so that if he wins he can get out of the responsibility.

Let me remind Maada Bio that A CRIME IS A CRIME AND WILL ALWAYS REMAIN A CRIME; so do not go boasting that you got rid of a legitimate government because you think you are the one who has to "free the people" as you say.

Also let me remind you that:
The 1991 Constitution expressly states in section 108 subsection (8)that:

"Any suspension, alteration, or repeal of (the) Constitution other than on the authority of Parliament shall be deemed to be an act of Treason".
Therefore, the coup plot you engineered and executed was  plainly unconstitutional and illegal and was clearly an act treason for which you and your co-plotters could be punished one day.

Apart from the breach of the provision of the constitution, your military coup also breached the Treason and State Offences Act 1963, (Act No. 10 of 1963), which clearly makes it a treasonable offence to overthrow or change the government of Sierra Leone by the use force.

In addition, you were also clearly in breach of several provisions of the Republic of Sierra Leone Military Forces (RSLMF) Act of 1961 as amended.
In your own words spoken clearly in the above You Tube video interview  "TO GET RID OF THIS GOVERNMENT", (i.e.  President Momoh's constitutional government), "We decided to adopt or use the military method because all other democratic means to change a government has failed for over 20 years and if democratic means could not, and nobody is coming to our aid,  WE WILL TAKE THE LAWS INTO OUR OWN HANDS  and free the people of that country" ...
So do not go on boasting about getting rid of a Government by use of  undemocratic force because you do not see a way and you are not able to do so through legitimate means so you apply your own standards as to whether the government is a bad one or a good one by force of arms.

You have tried to gain the presidency and you have failed. Now you carry out threats with your gang of SLPP disgruntled members. It will be wise to stay away from the thoughts of using force when you have failed again in all the artificial efforts  you are getting involved with.  Even many of the SLPP [newly] electeed MPs  and Councillors are revolting against your instruction to boycut Parliament (and Councils). These are not stupid people. To wait till the very last day and last minutes of the deadline for filing petitions against a well won election and going to the Court only when the Offices are closed is a stupid tactics to generate excuses that your papers were rejected or not accepted. It simply shows you are an usurious bunch and clearly UNFIT TO RULE.

The game is now over It is time to leave the
field ,put off the lights and go to "SLPP".
